M&E Client Surveyor Job, London

This leading council based in London is seeking an electrically biased Client Surveyor.

The Mechanical & Electrical (M&E) Client Surveyor role is to support the Client Programme Manager in defining both the 5 year investment programme and individual project(s) scope.

The M&E Client Surveyor will undertake a technically-focused role in ensuring that the Capital Programme delivery team and the partnering Contractors are fully briefed as to the expected scope and performance of design works for each individual project.

The M&E Client Surveyor will act as the day-to-day lead for all technical issues relating to the planning of general building refurbishment projects (internal & external) contained within the capital investment programme.

The role will manage projects through RIBA Stages 0 (Strategic Definition) and 1-2 (Preparation & Brief), and also monitor and review ‘lessons learnt’ from completed projects.

The role will work closely with the M&E Team Leader (Capital Programme Team) and the M&E Manager (Building Maintenance Team) to assess the needs of their building stock in relation to the mechanical and electrical systems that are in place and how best to prioritise capital works budget and appropriate programming of these works.

The role will involve engaging with and influencing a range of stakeholders, including senior Housing, Planning and Real Estate officers within the Council.

Experience Required

  • Material knowledge and understanding of mechanical and electrical systems (such as heating, ventilation, electrical and gas)
  • Awareness of the implications of the Landlord and Tenant Act and how this affects leaseholder responsibilities (e.g. Pre 1987 leases / Section 20 notices etc.). Ability to ascertain ‘improvement’ works and the liability of each element of work that has been identified;
  • Experience in the condition survey assessment of residential property;
  • Experience in the assessment mechanical and electrical systems affecting residential property – specifically mid and high rise properties built from 1960 to the current day;
  • Experience in working either with / for a specialist M&E Consultancy to ensure a collaborative working relationship whereby the key requirements of the purpose of appointment is understood by both parties;
  • A member of CIBSE or equivalent professional body, ideally

Qualifications Required

  • Qualified to degree level (or part qualified with relevant experience)
  • Qualified to Certificate or Diploma level in Asset Management (Institute of Asset Management qualification) (Desirable)
  • A member of CIBSE or equivalent professional body, ideally
