Contracting Authority: MOD
3-5 years of on site experience in quantity surveying – specifically complex capital programmes
Experience in contract delivery – with new contracts or managing contracts already in place
Security Clearance: Valid DV clearance is a must
Project management experience
Experience with the supply chain
Experience of delivering in the nuclear industry
Production and delivery of estimating and/or costing for delivery solutions in line with contract brief and budget. Monitor project and/or financial performance and ensure robust forecasting. Ensure that all financial systems are updated to time, cost and quality, appropriate KPI’s. Manage and implement targets to ensure that non-performance identified and benchmarking in place. Responsible for internal and external stakeholder engagement relating directly to the project.
The Defence Nuclear Organisation (DNO) was established in 2016, as part of the recommendations set out in the 2015 Strategic Defence and Security Review (SDSR) to oversee all defence nuclear business, excluding operations.
Within DNO, the Warhead Directorate leads the UK nuclear warhead programme which provides a stockpile of reliable, safe and effective nuclear warheads to support the UK’s strategic nuclear deterrent now and in the future.
The Warhead Programme provides an extensive investment in our research and production facilities, science and engineering skills and safety and security infrastructure over the period 2005-2025.
Project Mensa is a unique and complex project for the replacement warhead assembly facility at AWE Burghfield.
A Quantity Surveyor is required with experience of working on complex construction and fit-out projects. The Quantity surveyor is required to be experienced in Production and delivery of estimating and/or costing for delivery solutions in line with contract brief and budget. They will monitor project and/or financial performance and assure suppliers robust forecasting. Ensuring that all Supplier financial systems are updated to time, cost and quality, appropriate KPI’s. They will manage and review targets to ensure that non-performance is identified and benchmarking is in place.
The post holder will assess Mensa performance on a monthly basis and assess the delivery against plan. Identifying any risks, issues and opportunities to highlight to MOD with associated recommendations for action. The postholder will also provide review of the delivery against the critical path and float in the schedule. The postholder will provide a written report on the above every month. The Quantity Surveyor will work in an integrated way with the other members of the MOD Mensa team. The postholder may be asked to support other major projects at AWE. , including experience of cost modelling, project cost estimating and monitoring, quality review, baseline assessment, baseline performance reporting using earned value management. Review of NEC contract requirements, legal obligations and assessment of project governance will also be required.
The post holder will assess and report Mensa performance on a monthly basis looking forward to identify risks, issues and opportunities to highlight recommendations for action. The postholder will also participate in quarterly confidence schedule and cost modelling, project plan development and execution, integrated change control, scope definition and management. The postholder will provide a written report on the above every month. The Project Controls Manager will work in an integrated way with the other members of the MOD Mensa team. The postholder may be asked to support other major capital projects in the programme as required.
